The following is part of a transcript from the Oct. 20, 2014 Westford Special Town Meeting. For other parts of the meeting, click here.
7:37 p.m. – Town Moderator Ellen Harde announces that there are over 200 voters in attendance so the meeting can start.
She then explains the rules of Town Meeting.
She then wished Mickey Crocker a happy birthday and welcomed to Westford Academy interns.
A motion to allow non-resident town employees was passed unanimously.
A motion to waive the reading of the motions was passed unanimously.
7:41 p.m. – The meeting then went to Article 1, with Harde announcing each line item in the article individually, asking anyone wanting to hold any particular line item to say so.
There were no holds.
The motion to approve Article 1 was not unanimously, with one person voting nay.
7:43 p.m. – Article 2 had to do with transferring money relating to Westford’s budget director becoming Westford’s finance director.
The motion to approve was not unanimous, with one person again voting nay.
7:44 p.m. – There are no unpaid bills from the previous year; Article 3 addressed $89,060 for rescue tools for a rescue pumper.
The motion carried unanimously.
7:44 p.m. – Article 4 creates a new position at town hall, replacing a position no longer filled.
Bob Price of Stratton Hill Road had a question asking for explanation on the position.
Town Manager Jodi Ross said that every time a position is open in the town, it is looked at. The Town Manager administrative assistant moved to the Town Clerk’s office and due to that move, the administrative assistant is being removed and being replaced with a procurement specialist to help with a variety of projects.
There is currently an interim person in the job filling the role that is being paid less than the administrative assistant was, but they might be paid a bit more now due to a bachelor’s degree requirement.
The motion to approve passed, but was not unanimous. Again, one person voted nay.
7:48 p.m. – The meeting then went to Article 5, with Ross saying it was very good news for the town. She said the article basically means the town’s expenses are equal the town’s revenues as closely as they ever have for 14 years.
There was applause.
The motion to approve was passed unanimously.
